The publication and release of the rules for political campaigns, as well as the election expenditures of political parties, candidates, and aspirants, were approved by the Independent National Electoral Commission on Thursday. Festus Okoye, National Commissioner and Chairman of the Information and Voter Education Committee, made this announcement in Abuja. According to Okoye, the commission met on Thursday and discussed a number of topics, including the release and publication of the guidelines as well as the choice of an INEC secretary.
“The commission approved the publication and release of the guidelines for the Conduct of Political Rallies, Processions and Campaigns as well as that of Finances and Election Expenses of political parties, Candidates and Aspirants.”
Okoye claimed that the INEC has as a result posted the two documents to its website and social media accounts and will provide hard copies to the media, political parties, civil society organizations, and other important stakeholders. In line with Section 90(4) of the Electoral Act 2022 and the corresponding penalties for noncompliance as specified in Section 89(4) of the Electoral Act, he reminded political parties of their duty to submit the necessary reports to the commission. Okoye also revealed that, in compliance with Section 8 of the Electoral Act of 2022, the commission has also authorized the reappointment of the Secretary of the Commission, Mrs. Rose Oriaran-Anthony, for a second and final term of four years, beginning on December 7.
She has a Bachelor of Education (B.Ed) in Language Arts from Ahmadu Bello University in Zaria, a Master of Public Administration (MPA) from the University of Abuja, and a second Masters from the University of Westminster in the UK in Public Communication and Public Relations. She is the commission's second female secretary and the first whose term was extended. She has worked for the Commission for a considerable amount of time and has held the positions of Public Affairs Officer, Assistant Director (Information and Publicity), Deputy Director (Voter Education), and Director (Civil Societies Liaison). Before being hired on December 5 of last year, she had worked as an administrative secretary in Delta.
According to Section 88 of the Electoral Act, "the maximum election expenses to be expended by a candidate at a presidential election shall not exceed N5,000,000,000," according to the News Agency of Nigeria.
“The maximum amount of election expenses to be incurred by a candidate in respect of governorship election shall not exceed N1,000,000,000” while Section 88 (8) provides that “No individual or other entity shall donate to a candidate more than N50,000,000.”
